Phase I Environmental Site Assessment Former West Chester Armory

EnviroSure, Inc. was retained by a non-profit group to conduct a Phase I Environmental Site Assessment (ESA) of the historic West Chester Armory facility. The Phase I ESA was conducted in accordance with the American Society for Testing and Materials (ASTM) Standard Practice E 1527 for Environmental Site Assessments: Phase I Environmental Site Assessment Process. The Phase I ESA consisted of detailed review of historical records, federal and state databases, local governmental files, site reconnaissance, and interviews.

Based on the age of the Site building and the Client’s plans for extensive renovations to the Site building, EnviroSure conducted additional environmental services pertaining to the interior of the Site. These services included an asbestos inspection, lead-based paint survey, and universal waste inspection. EnviroSure recommended that the asbestos, lead-based paint, PCB-containing light ballasts, mercury-containing fluorescent tubes, mercury-containing thermostats, and fire exit signs identified in the Site building are handled and disposed properly in accordance with local, state, and federal regulations during renovation plans of the Site building.

EnviroSure also identified lead dust remaining within the target area of the former firing range on the site. It was recommended that the lead dust should be remediated in accordance with local, state, and federal regulations to prevent exposure.

Based on the results of the Phase I ESA and supported by site reconnaissance, EnviroSure did not identify recognized environmental conditions that could subject the current property owners and prospective property purchasers to environmental liabilities. EnviroSure prepared and submitted the final report which recommended no additional investigation of the site based on the findings of this Phase I ESA.
